Your body will obey. What orders do you want to give it?
When you lift a weight you are telling your muscles to get stronger. When you go for a run you are commanding your body to release fuel, that fuel is stored fat. It may be stubborn at first but eventually it has to do as you say.
If you live long enough and don't weight train you will become so weak you may rip your shoulder in half lifting a bag of corn chips. Not far from the truth actually.
Work on the upper part of your physical being and you will be rewarded in many, many ways. My upper body exercises page.

Some Factors That Affect Strength Performance
Limb length-In general the shorter the limb length the more weight the individual can lift.
Muscle fiber type-There are two types of muscle fibers, slow and fast twitch. Most people have a fairly even mix of both, others inherit more of one or the other. World class distance runners for example are born with a high percentage of slow twitch fibers. A world class powerlifter has more fast twitch fibers.
